Parking Brake Release

I've got a 2012 Laramie Longhorn that has a broken parking brake release "paddle". Got the replacement part in today and when I tried to remove the panel above the release in order to access the pivot points of the "paddle", I couldn't get the panel to release ( mine has the trailer brake controller installed in the panel). I just about broke all my plastic release tools, attempting to get that thing out.

Anybody got any suggestions? I'd remove the Trailer Brake Controller, but I'm not sure I know how to do that. The panel simply will not release with the controller "box" installed.
