In the center console ? Do you mean under the arm rest ?You should have a usb port in your center console, that one runs all the time.
Are you kidding meIf none of them have power when the truck is off then the answer is none of them.

I had to change the fuse on my 2014 to get power all the time. Just pull the fuse out, move it over one slot and reinstall. easy peasy.Some FCA vehicles have a fuse slot w/ 2 positions. #1 hot w/ ignition. #2 hot all the time. Move the fuse over to suit your needs. Look for a fuse spot w/ 3 little slits for the fuse blades to go in.
I assume you are talking about the cigarette plugAs tumbleweed mentioned above - you can adjust the fuse for the DC outlet to allow it to be always on.
