You should have a usb port in your center console, that one runs all the time.

Mine isn't hot. None of my USB are hot without accessory on or truck runnin

On my 2014 Ram 2500 Laramie I have a powered usb port in the top section of my center console. It is on my entertainment area. I will get a picture. If you do not have one it might not have been an option for you veh.

My 2016 has two slots on the forward dash. The one to the right of center does provide continuous power.

Some FCA vehicles have a fuse slot w/ 2 positions. #1 hot w/ ignition. #2 hot all the time. Move the fuse over to suit your needs. Look for a fuse spot w/ 3 little slits for the fuse blades to go in.
I had to change the fuse on my 2014 to get power all the time. Just pull the fuse out, move it over one slot and reinstall. easy peasy.

As tumbleweed mentioned above - you can adjust the fuse for the DC outlet to allow it to be always on.

In my '05 I have a cig lighter that is wired through ignition behind the shift lever. But below that nearer to the floor is another that is always hot that I use for my after market GPS unit and then there is another inside the upper center console that is always hot that I use for charging my mobile accessories. You must have something that is always hot or like others have stated that can be made to always be hot. Good luck, If I were younger I wouldn't want my phone where any girlfriends could get their hands on it while I'm sleeping either. Outside in the truck makes perfect sense haha

Edit: There's a USB port behind the right radio dial, but it only works for song lists and when the ignition is on also.
