My '99 1500 extended cab driver's power seat will not raise and lower. the other functions work fine. Is this a repair or is it a replace?

I am not familiar with these specific seats, but google image search for ram1500 power seat show a seat chassis with 3 different drive motors attached to 3 different gears each with its own electrical plug that go into a seat harness that plugs into truck harness..similar to Ford Thunderbird seats.
Does it make noise when you move the switch that way? If it does, you don't have an electrical problem, you have a mechanical problem.
You may be able to see something jammed in the track, or a bent/damaged component with a flashlight without removing the seat.

I have "fixed" a power seat by removing some pennies with a flat screwdriver from the track that were wedged in. You could hear the motor groaning and trying.

If it doesn't make any noise, it is likely an electrical problem.
It can't be a fuse or relay problem, or none of it would work.
next I would look under seat and see which motor is not running when you toggle the switch. check the not-working motor for a loose plug. If plug is connected, unplug it and check for any corosion inside the plug.
If the connection looks good, the drive motor or switch may be bad.
