That's not factory. Looks like someone added an aftermarket phone system.
^^^ DITTO ^^^ OP, U need to trace those wires and see where plugged/spliced in before U go ripping, IMHO...

I bought it from the Ram dealer w 12 miles on the truck & it’s been there since I took the test drive in October 2019

Following up, I tucked it away behind the steering column, but now I have a slight concern somebody in the supply chain added some shady stuff to my truck…

Yeah, like a tracker. Some dealers install them for inventory but some are required by the financial institutions. Was it financed? Definitely follow the wires and see if it goes to a unit that is also plugged into the OBDII plug harness like they commonly are.
Stock radio in this truck I assume?

Perhaps it is part of one of those tracking devices some dealers put on new vehicles. If you bought it new, it should not have any crap like that added on. I mean looks like a real **** poor installation of some POS aftermarket device.

then get the side cutters out.
You should already have a blue tooth in the factory radio?

I found this statement and a photo of a similar item:
