I think you're right, my 11 and 13 regular cabs both had this but my 17 crew cab does not. I just used to stuff napkins or shop towels down there for quick access if needed.

My 2019 1500 Classic Regular Cab has the cubby hole on both doors. I think they are guaranteed no-spill water bottle holders.
