What is the smallest wheel I can go?

I have a 2013 Ram 1500 5.7 v8 4wd, and right now it has 20s but I want to put 17 inch wheels with 33inch tires but i’m not sure if 17 inch wheels are going to clear the brakes or not. My 19' Ram has 20" stock tires, and my winters are 17's and there is no issue.
The speedo is off a hair, but no big deal.

You'll be fine. Stock sizes on 4th gens ranged from 17 inch to 20 inch wheels, and all 4th gen wheels are interchangeable.

As far as the speedometer goes, it's tire diameter not wheel diameter that matters. Since your stock tires are 33's you won't need to worry about the new tires affecting your speedo.

17's clear the brakes fine. The thing you are likely to run into with that combo is interference with the tire at the upper ball joint. The +20 offset keeps you really close to OE scrub radius which is nice for handling but that limits your tire width to (guessing here) maybe 11" or so on a 9" wide wheel. If you did a 0 offset in the same wheel/tire I expect it will probably clear fine. Don't rely on my estimate, confirm it before buying anything.

17x9 will clear your brakes just fine but that offset might give you troubles as 17x9 with +20mm offset is a little more shallow compared to the stock 20" wheels.
To give you an example the Rebel wheels are 17x8 +18, so that's 5.25" backspace, the factory 20's are 20x9 with a 19.5mm offset if i rememeber, so that's about 5.75" backspace. 17x9 +20 will be shallower than 5.75"
If you don't want the wheels to poke out, a 17x9 +6 will mimic the factory Rebel backspace (5.25"), and you'll be able to run 33's with those all day. Stock Rebel tire size is 285/70/17 but you should be able to run 305/70/17 as well. I went 17x9 -12mm offset which sits a little farther from the frame with 315/70/17 tires but i've also ran 37x12.5x17 with those wheels. I don't like my wheels tucked in like the factory and the -12mm offset offset have other benefits like been able to run tire chains if i wanted without having to worry about the chains knocking down my brake hoses, clear aftermarket ucas etc etc.
