Windshield wiper problems

I have a 2001 Dodge Ram 1500 with the 5.2 engine, automatic 2 WD, and I have a problem with the windshield wiper's. They will hesitate when in the delay mode but will work fine when in the slow and fast mode. Also when I turn the wiper off the arms will stay where I turn it off at and will not return to the down position on it's own. Is the problem the relay or the motor going out?

I was looking in the 2001 FSM the CTM also plays a role in this. Download the Factory service manual from here on RF starting on page 724 or sec 8R is the test procedure.
