Popping ignition fuses

Cummins 5.9
I have a 98.5 Cummins that keeps blowing ignition fuses. I cleaned the terminals got rid of all unused wiring. I have had some people say something about a "module" that could have went bad. If anyone has had this problem please let me know

Did you check for a short to ground in the circuit?

Is everything off when you attempt to start truck, a/c radio lights etc.?
could be a problem with a ground somewhere it sounds like, might try to diesel section of forum.
maybe a cummins owner will chime in.
