Make a note when watching your AC compressor clutch turn on and off that when the temperature outside is about 30°F and below that you probably won't see it on or if you do it will be very sporadic, by the time the temp is down to -22°F, I doubt it will be on at all. The amount of moisture in the air when around 10°F is also non existent, no need for dehumidification.we use as as a defrost in winter (-30 C) (-22 F) as well as a to keep us cool in the summer months.
The cold outside air temperatures lowers the refrigerant pressure to a point below the low pressure control keeping the compressor from cycling. The low pressure control is set in such a way to keep the evaporator from freezing up, if it does you would have no heat.
