Brake line question

I was snooping around the engine compartment yesterday and saw what looks like a broken brake line near the master cylinder but I couldn't figure out what it was for. Any ideas?

Where does the other end go to?

Followed it tonight and it turned out to be an original brake line that was left behind when they replaced it. Instead of cutting it out. Sloppy work in my opinion.
