Charging issue 1990 ram w250

Having a charging issue on my ram. I've replaced the alternator and battery and belts. Still hovering at 12v. I need help this is the same issue I had on my 79 ramcharger and why I got rid of it 13 years ago

Voltage regulator? Bad ground(s)? Checked the connectors on that fat alternator cable for corrosion?

What volts should they put out on our Dodges. Mine is an 88 & just today I was wondering Since my volt meter was showing about 12.5volts.
.Is this why my lights are so Yellow at night. .I've changed out & put in new light bulbs about 3 times & I still can't see much at night.

Generally you should see 13-14 volts when running.
