Yes it is. I recommend getting new bushings.

New bushings will hold the sway bar better, yes, but will not address the shaking you experienced.
It’s more likely that the shaking (from a worn part somewhere else in the front end) is what caused the sway bar to shift side to side.

Did you solve your problem? today I saw the same thing with my bushingsCould the links being too tight cause this as well? I haven’t full dived into it yet but I did a quick browse and everything looks relatively fine.
