Is it truly new or slightly used? But no, that's not normal. It looks almost like there was no primer and the paint was applied straight to the bumper. Regardless, take it back to the dealership and see what they say. If you used a pressure washer and got right up on the paint, it still shouldn't do that.

It sure doesn't look like all that was just because the car wash.

No, there was nothing. Just some bugs, which was why I was washing it.
I hadn't washed it in a while and the bugs are pretty much gone for the season now, so I wanted to get them all off the truck before going into fall/winter.
I washed it this morning at a touchless car wash joint on my way to work, then during lunch, noticed it didn't get them all off.
I stopped at a local place near my office to spray the rest off. I will admit the place had pretty high pressure, but I certainly didn't think it was enough to remove paint.
Looks like you got too close with the spray nozzle, lesson learned; never use a high pressure washer on your paint, this is why. Sorry, that really sux to learn the hard way.
Interesting it sucks I bet. But yeah it might of been the high pressure was too much and/or you had a chip that contributed to it all.
I'm sure if you would to take it to the dealership they would give you excuses why it was your fault it's worth a shot
