Always do this on all vertical mounted filters.

Ditto, will have to consider this especially on vertically mounted filters as recommended.

does anyone pre fill the oil filter at oil change ?

Always for almost every vehicle I have ever owned. You can even get some oil in horizontally mounted filters without spilling it during installation. Some oil is better than none at all.

ALWAYS. even the horizontal ones ill partially fill and let the filter media soak it in and Ill keep it horizontal and spin the filter to soak all the media all the way around. Ill keep doing that little by little until the oil sits near the opening when held horizontal. Verticals get filled to the top

Standard procedure. I can remember helping my dad change oil as a youngster and asking why he did this. It's amazing how much you can put in a horizontal filter without spilling because the media soaks it up.
