Rail pressure drops upon acceleration

So I have a 2014 RAM 6.7 Cummings and when I start to accelerate the rail pressure drops dramatically, like by 4k-8k psi, then the truck lugs down and sputters. After a second or 2 the pressure jumps back up and drives normal until I let off and try to accelerate again. Fuel filters have just been replaced and that didn't make any difference in what is happening. I'm guessing the lift pump or the fuel pressure sensor or regulator but I have no idea of how to see or test which one it might be. I will try to attach a video as well of the rail pressure drop on my Raceme tuner.
