RPMs fluctuating slightly

New to the site and to Dodge Rams. Just bought a used 02 1500 Quad Cab with the 5.9 magnum. Truck overall runs great, tranny shifts real smooth but I have noticed recently when driving and trying to maintain speed with low RPMs the trucks RPMs will start to fluctuate ever so slightly. You can hear it more than feel it. It reminds me of how my Dad drives, like you can't keep a steady foot when driving, LOL. It revs up and then down over and over again until you put the engine under more of a load.

I have googled the issue but have found more results with more significant issues then what I am experiencing.

Two things that I have noticed that might be related some how is that I think that it might have a small exhaust leak and when I push down on the gas pedal sometimes I can hear a faint whining sound.

Not very mechanically inclined so forgive if I'm asking the obvious.

Does it do it all the time or just when the weather has cooled down?

My guess is the throttle position sensor is bad.
