Why does this fuel pump assembly look like this?

You will notice that the spot for the rollover valve is sealed off. I do not yet have the old assembly accessible to see if there is a rollover valve on the old assembly, but is this normal? I ran my VIN thru a mopar parts department at a dealership, and found this part number and bought it on rock auto.

A rollover valve is usually in the filler neck at the connection to the tank, not on top of the fuel sending unit
