That fuse is actually the IOD Fuse but it is now labeled at the BATT/IGN fuse. If you look at the fuse location in the TIPM there are three holes for the fuse to be installed in to. You can install the fuse in the two holes on the left or the two on the right. When the fuse is on the left the power outlet is being supplied B+ battery power at all times which means the power outlet will work with the ignition in the off position. With the fuse installed on the right it means the fuse is then controlled by the ignition which means the power outlet will only be supplied B+ battery power when the ignition is in the accessory or run position. If the vehicle adapter/charger that you are using is faulty it can cause this fuse to blow and the power outlet will not work at all.
