I have made 18 MPG on the highway.
The EVIC this morning said 16.5 for this tank. The s[eed and go pedal is the regulator of the MPG less of it means more MPG.

If it is side to side rocking try unhooking your front sway bar and see if that helps.
Then you can look at aftermarket sway bars like Thuren.
The shocks are a good idea too.
