Getting readt to buy a dodge ram that has a 5.9 motor in it an the person said that there is a electrical issue and truck doesnt run has new batteries and a used 5.9 motor in it so need a little advise to where to start on it.

It’s got OBD2 port but the basics are air fuel water brakes
Whens the last time it’s been driven?
Does it have a tittle ?
How old is the fuel in the tank?
What’s the battery voltage ?
Check the fluid levels
Does it have keys?
How old are the tires?
Ignition wires ?
Throttle body ?
What does it smell like ?
