2001 Dodge Ram 2500 v10 8.0L P0443 code

I have tried all I know. I have replaced Surge Valve Solenoid, Leak Detection Pump, Gas Cap, Charcoal Canister, checked all fuses and had PCM rebult and reflashed and I still cannot get rid of the P0443 code. I have checked the voltage at the Solenoid and the ground and all shows good. I know the error code says "circuit" but I can't find the issue? Any suggestions??

You might start with the 2001 Ram Powertrain Diagnostic Manual, not the general Service Manual. It has step by step diagnostic for every trouble code. A lot of it is oriented towards the dealer's service tech scanner, but has a lot of very good information. Sorry can't be more help, good luck.
