2010-18 Fenders: what is this?

What is this material on the back side of an OEM fender called? Does it have a specific name? What is it made out of? What is it's purpose?

I'm thinking stiffening, and sound deadening.

Aftermarket fenders usually do not have them.

It's a vibration dampener. Needed on large panels to keep them from resonating. Used a lot in car audio

Funny. That's why I'm replacing mine.

Aftermarket fenders don't have them, which is no surprise since it obviously costs money to put it there. They do make a difference, though. You can tell just by tapping on a Chinese fender (which are thinner to begin with).

It's not foam. It's like tar on paper. I don't see how that will help rust form.
