My work truck makes a constant whining noise when the AC and heater is on. The higher the blower speed, the louder it gets.

I just replaced the cabin air filter and made sure the door for it was closed properly. The noise is coming from that area under the passenger side dash.

The noise is not related to engine rpms at all.

The noise is a constant “whirring” noise that is high pitched and is annoying as hell.

Anyone had this issue and fixed it?

Just got the truck back after 3 months in the dealership shop for a fuel pump failure. Really would like to be able to fix this on my own and never take this truck to the shop again in the last few years this truck has left to live.

Also the noise does not stop but changes pitch when I switch the recirculator on/off.

Try removing the filter and spraying some A/C vent cleaner down into the blower box. Might just need a little lubrication/clean.

Is it safe to spray vent cleaner down there? Should I have the ac blower on or off?

On and yes, but it's potent stuff. You may want to remove the filter and just use the vent cleaner as directed first and if the noise persists, spray directly into the filter door with the fan on high.

One can goes a long way too. I did my truck and my wife's van several times.

As mentioned above, that sounds like the blower motor, especially since you stated the noise goes up and down with the blower speed.
My blower motor did something similar and after cleaning haven't heard it since.

I ended up removing the blower motor to inspect and clean it. It definitely helped and it’s quieter now. But I might just have to end up replacing it sooner rather than later

With the cleaner? Mines been quiet for a year now with a healthy application.

I had a annoying whining noise and fixed it by slowing down to 25mph and pushed her out :O
