2017 Rack and Pinion Failure from Boot?

2017 1500 5.7L. I have a rack and pinion that goes out and the red steering light comes on my dash. Then I will turn on the truck later and it would be working fine. I want to explore all options before I grab another one. When I took off the part I noticed that one boot was broken. Assuming that there is gunk in there, would that be enough for the eps module to sense a fault and cause the shut down of power steering?

Mine went out due to a torn boot.

Especially if/when moisture migrates in to the main circuit board.

It's designed and assembled in a manner that makes it very difficult to repair, and there is no availability of replacement electronic components.
