Is the chrome on this wheel supposed to be a matte finish look?
If not how do I polish it to shine more like chrome?
Should I avoid certain wheel cleaner sprays that might damage the black painted part?

I believe your wheels are polished aluminum and with painted inserts. These are typically clear coated as the final finish. I would not polish them. I would just use your car washing soap with a good soft wheel brush. The Daytona Speedmaster Wheel Brush is 1 of the best to get in the cavities although a bit pricey. I've used 3M #39836 for years on all kinds of wheels and tires. I don't believe it is available anymore. I bought, but have not used yet, 3D (yes 3D) Yellow Degreaser for tires and wheels based on various online reviews.

Thanks qucikster2 - I'll give that a look. It looks like the smaller bottle is already diluted - I might buy the larger size and dilute on my on.
Lots of nooks and crannies on this wheel.

I bought the bigger bottle of 3D as well. I put my tire cleaner into a HD spray bottle and spray it on the tire and wheel. Mother's makes a good wheel brush also but not as good getting into the nooks and cavities as the Daytona brushes. I would use one of the Si02 spray coatings after detailing your wheels. Makes them easier to clean the next time around.
