Okay so it looks like they did fix it. I had the first run on my 19.
About 2000 miles and parking in the garage after driving in rain only produces normal dribbles. Yes with the old style mudflaps it seemed like gallons of water dripped ruining my floor rubber tiles. Worst of all it ran under them making them like ice to step on. No such problem with the new (void filled) design.

I agree. I bought the newer set for my 2021 and have been running them since November. No issues and I am pleased so far.
