2500 tow hooks

Tried searching first but couldn't come up with anything. I have the mopar hook kit to install. The directions show removing the bumper. Is it possible to do the install without removing the bumper? Thanks.

btw it is a 13 2500 5.7.

I haven't seen that, I have a 14 2500 Hemi when I look at mines it have four bolts holes.
