AC clutch won't engage - possible no signal from TIPM?

I had my AC clutch coil fail - open circuit. So I ordered a "reman" off eBay. It came with a bad coil - low resistance. It was drawing too much power and triggering the TIPM to shut it down. I have another compressor coming, but I decided to do the relay mod to get some AC while I'm waiting on the new compressor. After all, this clutch does work, so does the compressor, the relay can handle the extra power, and the TIPM should be happy with the miniscule power draw from the relay.

That worked for about a day. Now the TIPM won't activate the relay. If I disconnect the relay, I get 12V at the connection. If I plug the relay back in, it drops to 0V. I originally thought that was a classic sign of a bad connection upstream somewhere. Now I think it's just a red herring. I get the same results at the back of the TIPM and I get them whether the AC switch is engaged or not.

So I'm thinking the 12V I see is just parasitic leakage from somewhere and the TIPM is not trying to engage the compressor. The system is charged with refrigerant and I am not getting any error codes, so is there a diagnostic tool for the AC system to see what's making it unhappy?
