Had trouble with high side not getting to pressure. I replaced the AC pressure switch, vacuumed the system. Got pressure on low side but on high side low at 50.

Compressor is turning on the clutch and it is not cycling on and off.

Ideas?

If the high side pressure doesn't rise along with the low side pressure going down while the compressor is running, then the compressor is most likely bad.

First question I have is how much experience/knowledge do you have working on an AC system? Maybe I'm misunderstanding what you said, and if so I apologize. But your last sentence doesn't make sense. The compressor does not turn the clutch on, it's the other way around. The compressor spins when the clutch engages. You can't build pressure if the compressor isn't spinning. Did you correctly recharge the system after pulling a vacuum? If the system is low on refrigerant the clutch will not engage and the compressor won't run. If the system has too much refrigerant bad things can happen.

Did you add the refrigerant with the high side closed on the gauge manifold?

seems fishy

Sounds vague.Like you have little to no freon. You have air maybe in the system somehow after you pulled a vacuum, likely
