Another headlight switch question cut wires

I have a recently acquired 14 Tradesman. The headlights(not daytime running) are on when the key is on no matter what position the switch is in. Even when I unplug the switch it makes no difference. The dimmer dial and cargo light switch works. The fog light switch does not work
It looks like some hack prior owner did something
