Are the cleats in my 2500 HD Diesel 4X4 secured with nuts that will fall if the screws are removed?

My new 2022 2500 Diesel HD came with a bed liner which I would like to remove so I can have a spray in liner applied. I called Dodge to find out if the nuts that secure the screws that hold cleats that are in the bed are in some way secured to the bed so that they don't just fall out when I remove the screws. They came back with a response that the "cleats" are welded in to place. I am pretty sure they were referring to the U bolts which do appear to be welded into the bed. Has anyone here taken the cleats out of their bed and then reinstalled them? I am looking for confirmation that I will still be able to put them back in. If I can't confirm this for a fact I will have to cut the bed liner up to remove it.

Here's a photo of one of the cleats I am referring to where you can see the screw heads that secure them.

I’m not familiar with the new models but that doesn’t look factory. I would also think that’s just bolted in not welded. Is it even metal?

I’m not familiar with the new models but that doesn’t look factory. I would also think that’s just bolted in not welded. Is it even metal?
I have a friend who has a much older truck (10 years old?) that came with the exact same cleats. His fasten to some sort of anchored nut. I am just not sure whether they're doing it the same today. They appear to be metal but I am not positive.

cleats are plastic but no problem removing them they have an anchored nuts
