Condensation around upper radiator hose ?

I’ve got this strange moisturizer forming around the upper radiator hose and from underneath the fan shroud coming up through the clamp base where it passes along the top of the radiator
Its enough to spray on the intake hose and make a weird white fine splatter
Is it condensation or is it a leak ? no coolant smell detected no coolant color not oil or oily fluid.

Check the rads end tanks where they're crimped.
