I just noticed this while washing my truck, the wheels are power coated and there is a patch of roughness. I don't want to try and remove it and cause more damage, so it possible that some tire shine left on the powder coat by accident can "eat" the finish? Or is somthing on the wheel that I can scrub off?

I would have to say defect. You can have them repaired. We repair wheels for dealerships all the time. I am actually sending out 2 of my chrome 18's from my Trans Am that got curb rashed was avoiding getting hit by a moron switching lanes. Better the wheels than the car. Costing me $500 for the 2 because they are chrome. Painted and polished wheels we send out we charge the dealers $125 each. Call se local rim shops and find out who does the local repair work. I would have bough new ones but mine were discontinued.

these are not stock wheels. How old are they? Maybe still covered under the manufacturers warranty?

Under warranty? If so, take it in and complain.
No they are not stock, the wheels are about 4-5 months old. This isn't the original finish either because they got scratched up during shipping and install, so the tire shop paid to have them powder coated.

well then your beef is going to be with the tire shop and/or whoever did the powdercoating.

Is it pitting or lifting ?

Its hard to explain, its sort of a soft rough feeling. It feels like I can scratch into it with little effort. Its white and kind of sticky when wet also.

This happened while they were on my truck, maybe some odd tire cleaning chemical sat over night on the wheel.... who knows. Anyway I went to the shop today and he lightly wet sanded and polished the spot. It looks better but if it gets worse for any reason or if I prefer him to, he will re spay it. He even fixed a few chips while I was there so I'm satisfied with his work.
