if u were to decide to make it electric later down the road, can you just buy a 3" electric valve and bolt it on?

Thats correct on adding an elec setup to this down pipe. I ran a similar setup for about 2 years, being stock height its no issue to slide under the truck and to undo the three fastners real quick.

what would be sweet is if the backs od the bolts had a tac weld so they dont spin, and use stainless wing nuts

^Yep thats the way to go, thats what I did on mine. Also buy extra 3" collector gaskets if you plan on undoing it alot.
