front bumper plastic problems

im trying to install new plastic on my front bumper top and bottom i have both pieces brand new and cant seem to get them to go into the correct position. i didn't know if it was common for this plastic to be hard to put on or if it was something else.. maybe i wasn't using the right technique.. any help or info would be appreciated thanks..

do you have a picture of the pieces and where they should go?
I know what the bottom piece is you are talking about but the top piece... is it the piece in the middle of the bumper or the actual top piece that is sometimes painted?

Top black plastic cap is prob right name and bottom is the sometimes painted grey peice.. I don't have any of the additional lower plastic just the two standard pieces
