My question is that the truck has lots of black smoke at 2K rpm PSI is 14 and drops to 7 with the pedal on the floor. I do not have an check engine light and with out error code I am lost. I had the rear end rebuilt and it sat still for 3 months. Is this a no brainer turbo swap? or should I dig deeper?

Did you actually scan it for codes? Could be the turbo actuator failing (or several other things).

Not sure how reliable those variable vane turbochargers are? Even with cleaner exhaust from HPCR fuel systems, there is still some soot residue. These had just come out when I retired. Always thought waste-gated two-step turbos were good enough. These VVT's are waaaaay complex.

So the issue is not soot (on the newer DEF usage trucks), it is the electronics that control the actuator. Apparently they did not spec the components robust enough to stand all the heat and number of cycles and they are failing. This was data from a person in the industry that had done a failure analysis on them.
