06, ac works barely when driving, gets extremely hot when stopped. Also, has been fogging up (like some sort of exhaust/fumes) when first starting and / or stopped.

You probably have more than one problem, I don't know how much difference there is between an 02 and 06. My AC would work fine driving down the road , but not at all when stopped. Compressor fan fixed that problem. I have seen vape like smoke come out of A/C on a former bosses truck, but didn't work long enough for him after that to know what the cure is, try Google, its a known problem, and for the most part A/C principles and trouble shooting is essentially the same
