Is my front bench seat arm rest stuck?

I am a recent owner of a 2nd gen. I have a bench seat that I put up, but can't seem to put down. Is there supposed to be a release for the center seat/armrest to put it down?

Mine does this once a month, there is some mechanism in it that keeps it from slamming forward in an accident, but sometimes it engages when you put it down and normal speed. you have to wiggle it around until it releases
