The newer Rams have a brighter outer band of headlight LEDs than my '20 Rebel has. Wondering if the color/brightness can be changed?
IS there a way to change the outer lighting band color on factory headlights?

Unless it is in the OBD settings, I have never seen a setting to do so.
There is not. There is a way to turn off the frost upper and lower light bars with AlfaOBD but that's it - no brightness or color changes.
To do that you'll need to buy an aftermarket kit and disassemble your headlight assemblies to modify/replace the circuit board. AFAIK that requires "baking" your headlights (putting them in the oven to heat the glue to pull the lights apart).
