Key fob issues

Buddy’s 2016 Dodge Ram does not want to start with current key. He thought it was the battery so he replaced it. Then he still couldn’t get it to start. The lights on dash come on but engine does not turn over when he turn the fob in the ignition. Not the key, the fob. So he called a locksmith to replace the key. They couldn’t get the new key to work. Does anyone know how to fix this issue or know a good mechanic in the Indianapolis area that can get this fixed asap.
