New and have a weird tick

Hello. I have a tick that happens at deceleration between 45-25 mph only. No tick at idle or under acceleration. Just the deceleration between the certain speeds. Shop says soft lifter but they started with it's the loose fog lights...nope. Then it's the water pump and/or thermostat....nope. Now they say a soft lifter but I am in the need for your opinions since they were wrong twice and would rather not replace lifters if it isn't necessary.

Any ideas are welcome.

Well I highly doubt it's lifter because I think you'd hear it at those rpms other times such as idling. Something in wheels, tires, brakes maybe.
