So my new heads didnt come set for timing. I assume that I should change this before I put them on the block?? Are valve clearances so low that I will bend valves if I have them on the block already?

If I were to put the sprockets on right now then the timing will be off. I need to roll the cam shaft to line all the timing up. Is it safe to do this with the heads on the block, or will I bend valves by rolling the cam shafts and not the crank shaft?

Right on. I was thinking Hemi, and I was outside looking at mine when it hit me that you may be talking about the 4.7.
