No click, no start

2012 hemi 5.7, automatic. Always started easily until it didn't even 'click'. Load tested battery = GOOD. Jumpered starter solenoid = engine turns over nicely. Jumpered starter solenoid with key in run position = engine turns over nicely but no start. Replaced WIN module, jumpered starter solenoid with new WIN key in run position = engine turns over nicely but no start. WHAT is common to starter and ignition circuits that has failed so that neither function works from WIN Module.

There's most likely a time window from when the ignition switch is turned on to when the ECM has to detect crankshaft rotation, if it's not detected within a certain window the fuel/ignition is not enabled.
Had to help my mechanic buddy jump start his '08 when his TIPM stopped engaging the starter like how your jumping the starter solenoid.
With the Gen4 trucks the "TIPM" is actually the "APDU" (or fuse box).

I believe there is a starter relay in the fuse box under the hood. Try swapping with another relay. If that doesn't do anything, wiggle the big bundle of wires which go in under the fuse box. Just wiggle, don't get aggressive with them.

I forget if the new WIN module needs to be 'paired' with the vehicle??
