No cruise while in town mode

I have a 2004 Ram 1500 SLT Reg Cab Short Box 2x4 with a 5 speed automatic transmission (9200lbs tow cap 14000 lbs combine wt )
I am unable to engage cruise control while towing. The cruise works perfect when not in tow mode. Has anyone encountered this fault or even better know the fix. I am considering just changing out the cruise control module.

1. If memory serves tow/haul mode locks out cruise (don't quote me on this, I could be wrong)
2. There is no "cruise module", cruise control is handled by the ECM in the 03 hemi (electronic throttle body)
