I don't know how long I have had these but I noticed them last week. These spots/rings run along the bottom 1/4 of the windshield. I tried using windex with vinegar and they are still there. I only see them when the window fogs up. Is this mold/mildew? Any ideas on how to remove it?

I can't see it unless the window is foggy.

To me, that's a good sign that it's only a surface contaminant of some sort. I would put a few drops of acetone on a clean rag, and try that on one of the spots. Obviously, keep the acetone container out of the vehicle, and don't drip acetone on the seat...........

you could try a little tooth paste on the end of your finger on one sport and scrub it, finger nail polish remover the girls have is also acetone, I think
.
Check the bottle first, many state "acetone free" although some still have it. And if you can't find it anywhere else, beauty supply stores will sell small bottles of acetone, usually near the nail polish remover. Typically available in smaller bottles and for a cheaper price than your typical big-box hardware/paint store.

If you want a spot and gunk remover that is far safer than acetone, use Hoppes #9 gun cleaning solvent. It will remove sticker glue, indelible sharpie marks, oil, grease, wet Devcon, glue and a ton of other stuff. Probably one of the best general purpose solvents I have ever found. Not near as volatile as Acetone and much easier on plastic, leather etc.

Can you feel them with a fingernail? Can you scrape any off with a razor blade? Both the inside and outside surfaces are glass, so anything non-abrasive should be safe.

I used Armour All on the dash of my '89 C15 and could never get the stains off my windshield.

LOLOL, yeah man, I made same mistake many years ago. That's why I posted above.
That stuff seemed to bond with the glass, it was unreal. Never got it off..... ;)

I also read that summer heat affects auto glass, which might contribute to these marks. I only see them when the window fogs up. Is this mold/mildew? Any ideas on how to remove it?
Those spots are likely mineral deposits or residue from fogging, not mold. Use vinegar, rubbing alcohol, or a glass polishing compound to clean them.
