I got in my truck the other night and started it up. I got a CEL and the lightning bolt symbol. The engine runs at 1500 RPM not touching the pedals. I got a message on the display "Service Electronic Throttle Control." If I hit the gas, the RPMs go higher. What's strange is if I step on the brake, the RPMs go down to around 1000 RPM. As soon as I take my foot off the brake the RPMs climb back up to 1500. There are no obstructions on either pedal. I watched a 5m YouTube video and at the very end the guy found his floor mat was over his gas pedal. Gee thanks for that one!
At this point I'm thinking it's likely the gas pedal. Would you agree? I don't have any other engine codes.

What condition is your throttle body in, is there allot of carbon buildup on it, I would clean it W throttle body cleaner, do not move the plate you may damage it, carbon will cause it not to close completely, P2138, your truck attempts to correlate the value between the throttle position sensor (in the throttle body) and the pedal position sensor (gas pedal) when these values don't match you get this fault you go into limp mode.
you don't have a pedal commander on it, they have been known to cause this Fault, I would clean the throttle body do a relearn of the throttle position and clear the fault before replacing any parts

Thanks for the reply. Finally getting warm enough to try. It did have some gunk, but not terrible. I took some throttle body cleaner and it's shiny again. Still having the same issues. I tried the pedal, but that didn't work. So maybe the throttle body is bad since the other sensor is contained within?

Check the pins over on the connector to the throttle body.I fought throttle body issues for a bit,and it turned out to be a bad pin in the connector,a wire repair kit from the dealer solved the issue.

Ok. I'll check it tomorrow. I fought with it enough for one night. I did try a new throttle body and the issue persist. Seems like it is a wiring issue somewhere because I tried a new pedal and throttle body.

The truck is back on the road with a new PCM! The dealer couldn't even start the truck with the old one after I drove it there. They took apart the PCM and found water intrusion. I did drive through some large puddles 3-4" deep so I think that might have done it. I filed an insurance claim and got a check for most of the repair bill.
