Damn man that sucks... Maybe try soaking it with wd-40 to displace any moisture and then soak the **** out of that whole area with something like fluid film.

Honestly , I think the only way you could get it off is with a grinder , and that's not happening
Talked to some body shops today - They told me it's an bonded material that gives the fender strength or body thickness , the metal is so thin , it's needed to keep the fender from deforming or buckling

Wheel Liners Out - Piece Of Cake , Some Of Those Barbed Plastic Plugs Are A Pain , And Watch For The Wiring Harness For Each Sensor That Has A Barb Poking Through The Wheel Wells - Just Push Them Out
Anyways With Those Wheel Wells Removed
