My truck does not have power seats, I have manual. Well my driver side has the lovely issue where the bottom portion (where your ass is) the foam has deteriated away, and cloth ripping. I found one used in good condition but is power seat. Is this going cause any issue?

No, you should be able to use the cushion part just fine.

I put a power 10x SLT seat in my 03, just tapped a 12v source for power.

Depending on the trim of your truck you might have the connectors for the power seats already. Mine has a ton of extra connectors that I did a bit of looking into and if I wanted I could put a lot of power options in it.

How much would you offer for a used front seat in good condition?

A used front seat in good condition?? New ones go from $200 for cheap ones to $500+ for the good seats. A search might even turn up some other pries

Each seat has it's individual price according to style, trim, condition and availability. In 2004 I bought a new Laramie SLT leather 10x seat and matching leather steering wheel for $850 delivered. Viper seats seem to be steadily climbing no doubt related to availability. So I would research a little and pay only what the seat is worth to you. OBTW, the bench I took out was also in new condition and I got $250 for it.

Just re-read your original post, depending on what you want you might consider having the seat rebuilt and custom covered by a local upholstery shop. Typically not cheap but again it all depends on what you want.

My main issue is the foam has deterriated away on the one side, also in that spot the fabric has some holes in it. I don't care about power seats honestly, I just want no holes and full cushion! I wasn't sure if a upholstery shop would do the foam padding or what not.

Absolutely a decent shop can build the seat from scratch. There are differ levels of foam density available so make sure the shop knows how firm the seat you want. The center sections (seat panels) can also be individually replace for a like new look. Used car lots often do this type of seat repair to make their cars more presentable.
