Ram Rest Power Plug Help

I recently was going to replace the interior armrest power plug, I checked all the 3 fuses and they worked perfectly fine as the usb and aux are getting power, bought the replacement piece for the power plug and swapped it and still no power, any idea of what the hell is going on? I included the pictures below proving power to my center console and the picture of the plug with an additional picture of my little tester in another outlet. Yes I had the ignition on to test the power so no it wasn't as simple as turning a key. Any input helps!

Is this truck new or used (to you that is)?

Unless a hidden in line fuse, dunno. Not know fuse situation on a 2013. MY 19 has 2 fuses boxes, 1 inside/1 under hood and stuff on the TIPM's R all over the map. Since U said fuses good, get U a 12V old style tester and ground and see if power there w/o the fancy tester. They be real cheap at auto store. If no power, but U check wire and there is power to the wire but not outlet, maybe the outlet U replaced is faulty, or there is an other fuse somewhere associated that blew. Just thinking out loud here. Maybe not plugged in properly with the wire reversing polarity, only other thought.
