sagging E-brake cable - spring & fix

I know this sagging brake cable saga has been discussed many times already but I have a ******* question:
is the return spring in the drum assembly the only spring employed to return the lever / cable to the released position after releasing the parking brake pedal? I googled it but couldn't really find a good schematic. These actuating levers corrode and provide resistance to the cable. They are responsible for the hanging cable. POS design IMHO. I will be replacing rear discs and pads soon. Need to get this resolved. Many thanks in advance.

I want to say yes. I sprayed the crap out of it (I think) with Krown and it snugged back up for a while. It's sagging again though...
